Renting a car in Zhaoqing to drive to Hong Kong?
Understand the dual plates and quota first, then pick the easy way
An ordinary rental car cannot be driven freely into Hong Kong. Cross-border travel requires "dual licence plates" plus a Guangdong quota and a Hong Kong permit — none of which a regular traveller can rent or obtain. This guide explains the real barriers to self-driving, then offers the practical alternative: a licensed cross-border van with a professional driver, door to door from Zhaoqing to Hong Kong.
01 — Overview
Want to rent a car and drive to Hong Kong?The barrier is the licence plate, not your driving
Many people assume that renting a car in Zhaoqing and sorting out an Exit-Entry Permit is enough to drive across to Hong Kong. It isn't. Only a handful of land ports allow vehicles through, and the real barrier is the plate: an ordinary mainland rental car has no "dual licence plates", so by law it cannot be driven freely into Hong Kong, and tourists cannot obtain a quota on a short-term basis. In short, what stops you is the vehicle's eligibility, not your driving skills.

02 — Ports
Even with a compliant vehicle, only a few ports take cars
Zhaoqing sits on the west bank of the Pearl River, so you can head east via the Shenzhen-side ports or south across the Hong Kong–Zhuhai–Macao Bridge from the Zhuhai port. Lo Wu and Lok Ma Chau Spur Line carry only rail and pedestrians — no vehicles. For late nights or red-eye flights, choose the 24-hour Huanggang or HZMB ports.

Note: Shenzhen Bay and Huanggang use "co-location" clearance, completing both sides' checks once on the mainland side; HZMB uses separate three-place clearance. Lo Wu and Lok Ma Chau Spur Line (Futian) carry only rail and pedestrians, no vehicles. 03 — Reference fares
Zhaoqing → Hong Kong licensed-charter reference fares
Zhaoqing is farther from Hong Kong than Shenzhen or Zhongshan. The fares below are one-way reference prices for a 7-seat van (Alphard / V-Class), including driver, tolls and port transfer; actual quotes depend on pickup area, destination, timing and port, and are confirmed at booking.

No driving needed, here's how clearance works
The advantage of a licensed cross-border van is one car and one driver the whole way. You don't worry about rental cross-border compliance — you just complete the immigration checks at the port.

05 — Why not self-drive
Why a car rented in Zhaoqing can't be driven into Hong Kong
For cross-border driving, both the vehicle and the driver must be approved in advance. An ordinary mainland car (including a rental) entering Hong Kong needs "dual licence plates" (a Guangdong "Yue Z" plate plus a Hong Kong plate), together with a regular Guangdong quota and a Closed Road Permit (CRP) issued by the HK Transport Department. Regular quotas are tightly controlled and chronically scarce, issued mainly to Hong Kong residents or firms investing or paying tax in Guangdong; tourists cannot apply on a short-term basis, and rental companies will not hand a licensed vehicle to a tourist for self-drive crossing. The "Northbound Travel for Hong Kong Vehicles" scheme (from July 2023) eased some limits, but it applies only to Hong Kong private cars heading north into Guangdong via the HZMB with a booked quota — it does not serve a mainland resident driving from Zhaoqing to Hong Kong.
The conclusion is straightforward: renting an ordinary car in Zhaoqing to self-drive into Hong Kong is not legally feasible. This is exactly why a "licensed cross-border van + professional driver" is the mainstream choice for point-to-point Zhaoqing–Hong Kong transfers.
