Renting a car in Dongguan for Hong Kong?First understand whether self-drive is even possible

Many Dongguan travellers search for "car hire to Hong Kong" or "self-drive to Hong Kong" intending to drive across themselves. The reality: an ordinary mainland car cannot freely enter Hong Kong. To self-drive legally across the boundary, the vehicle must hold both a Closed Road Permit from Hong Kong's Transport Department and a Guangdong–Hong Kong dual licence plate (the "Yue Z" plate). Dual-plate quotas are approved by the Guangdong side on investment and tax criteria, are chronically scarce and slow to obtain, and are practically out of reach for individuals. So the idea of "just renting a car and driving it across" simply does not work.

02 — Checkpoints

Only a few crossings take vehicles from Dongguan

Heading south from Dongguan, the usual vehicle-capable land crossings are Huanggang / Lok Ma Chau, Shenzhen Bay and Liantang / Heung Yuen Wai. Man Kam To is mainly freight; the HZMB bridge mainly serves the Zhuhai/Macao side. Western towns (Chang'an, Humen) take the Yanjiang Expressway to Shenzhen Bay; eastern towns (Changping, Tangxia, Fenggang) take the eastern corridor to Liantang. For city departures and red-eye times, the 24-hour Huanggang / Lok Ma Chau is the default.

Note: Lo Wu, Futian and similar crossings are rail and pedestrian only — no vehicles. Shenzhen Bay and the new Huanggang use "co-location" clearance — both sides' checks completed once inside one building, with no transfer between the two sides; the new Huanggang is expected to cut clearance from about 30 minutes to roughly 5. The HZMB bridge uses "three-place clearance", and land charters from Dongguan to Hong Kong normally do not detour via the bridge. 05 — Why a charter

Why a rental car can't be self-driven from Dongguan to Hong Kong

For cross-border driving, both the car and the driver must be approved first. To self-drive legally, the vehicle needs both a Guangdong–Hong Kong dual plate (Yue Z) and a Closed Road Permit (CRP) from Hong Kong's Transport Department. Dual-plate quotas are approved by the Guangdong side on investment and tax criteria, are chronically scarce and slow to obtain; breaching section 52(3) of the Road Traffic Ordinance carries a maximum fine of HK$10,000 and 6 months' imprisonment. The 2023 "Hong Kong vehicles to Guangdong" scheme only lets eligible Hong Kong private cars go north via the HZMB bridge (HK→Guangdong), by online ballot, with direction and crossing restricted — it does not let Dongguan residents drive into Hong Kong. The reverse "Guangdong vehicles south" scheme is still being rolled out steadily.

An ordinary mainland car, or an ordinary rental, cannot freely cross the boundary without a dual plate and the matching permit. I have no dual plate in Dongguan — can I rent a car and drive it to Hong Kong myself?
No. An ordinary mainland car cannot enter Hong Kong. The Huanggang / Lok Ma Chau vehicle checkpoint is 24-hour, and the new Huanggang keeps round-the-clock overnight clearance with co-location; Shenzhen Bay runs about 06:30–24:00 (recently extended at times); Liantang / Heung Yuen Wai passenger hours are about 07:00–22:00.
