Huizhou to Macau: "renting a car and driving yourself" doesn't actually work
Huizhou is about 220–250 km from the Zhuhai-Macau area, so on paper it is a single highway run to Zhuhai. The real obstacle is the last checkpoint: ordinary mainland private cars, and any car you rent in Huizhou, have no entry plate for Macau and cannot drive freely into the city. Guangdong-Macau two-plate quotas are extremely scarce and tightly approved; Hong Kong's "Northbound Travel" scheme only reaches Guangdong, not Macau. In short, the "rent a car in Huizhou and self-drive to Macau" idea is, for compliance reasons, almost a non-starter.

02 — Ports
Only two Macau ports let cars through, so know them before you choose
From Huizhou you take the mainland expressway to Zhuhai, then enter Macau from the Zhuhai side. The ports that actually allow cars are Hengqin Port and the HZMB Zhuhai highway port; Gongbei and Qingmao, though familiar crossing points, are foot-passenger only and cannot pass vehicles.

Note: Hengqin Port uses "joint inspection, single release" one-stop clearance, operates 24 hours, and leads straight to Cotai / Taipa after crossing; the HZMB uses "three places, three checks," with Hong Kong, Zhuhai and Macau each inspecting separately, and cross-border vehicles must hold valid plates and quota. Gongbei is the busiest passenger checkpoint, roughly 06:00 to 01:00 the next day and foot-passenger only; Qingmao runs 24 hours but is also foot-only. 03 — Reference fares

04 — Clearance
One car all the way, how clearance works

05 — Why charter
Why can't you just rent a car and drive to Macau?
For cross-border driving, both the car and the driver must be approved first. Ordinary mainland or Hong Kong private cars cannot enter Macau: Guangdong-Macau two-plate licences (Yue-Z plate + Macau plate) carry extremely scarce quotas, strict approval and high holding and annual costs, and are mainly issued to specific business or investment entities, so ordinary travellers and rental cars almost never obtain one. Hong Kong's "Northbound Travel" only allows eligible Hong Kong private cars to use the HZMB to and from Guangdong Province, not into Macau, and requires an online ballot for quota. Under GovHK's Guangdong-Hong Kong cross-border driving rules, lawful crossing also requires a mainland driving licence, an "Approval Notice" from the Guangdong Public Security Department, and the Closed Road Permit (CRP) and International Circulation Permit (ICP) issued by the Hong Kong Transport Department. The process is long and the bar is high — which is exactly why "rent a car in Huizhou and self-drive to Macau" does not work.
Ordinary and rental cars have no Macau entry plate or quota and cannot legally move in and out of Macau. Chartering a licensed cross-border fleet that already holds the plates and port quota is the most practical and compliant way to travel between Huizhou and Macau.
